Housing mystery shopping in Qatar & the GCC

Property enquiries in Qatar are lost in the first two hours, not at the viewing. An agency measuring its conversion rate from viewings booked never sees the enquiries that went unanswered.

01 What we evaluate

The criteria for this sector.

Real estate evaluation begins with the enquiry and most of the finding is there. A shopper submits an identical enquiry through the portal, the website form and WhatsApp, and the scorecard records what came back, from whom, and how long it took.

Time from enquiry submission to first substantive reply, by channel
Whether an automated acknowledgement was followed by a human response
Consistency of response across portal, website form and WhatsApp
Whether the agent established the requirement before proposing properties
Viewing booked at a time convenient to the client rather than to the agent
Agent punctuality and preparedness at the viewing
Listing accuracy: size, floor, view, finish, parking and photographs
Disclosure of service charges and what they include
Disclosure of notice terms, utilities position and ownership status
Residency and eligibility implications explained where relevant
Alternative properties offered when the viewed unit did not suit
Negotiation conduct and whether the landlord's position was represented accurately
Follow-up contact after the viewing: timing, channel and substance
Documentation and deposit process explained before it was requested

Weighting is agreed with you section by section during scoping. It states what you consider important and it has to be defensible to the location that scores badly because of it.

02 / Context

What we keep finding in housing.

Response time is the criterion with the clearest revenue consequence and it is routinely worse than agencies believe. The measurement is straightforward: timestamp on submission, timestamp on first substantive reply. A reply that is an automated acknowledgement is recorded separately, because a customer does not treat it as an answer.

Listing accuracy is scored by comparing the advertisement against the property at the viewing: size, floor, view, finish, service charge, parking, and whether the photographs represent the actual unit. Portal listings in Doha carry a level of drift that is visible immediately once someone measures it systematically, and it costs agencies at the viewing when the client feels misled.

Disclosure quality covers what the client needs and does not know to ask for: service charges and what they include, the position on utilities, notice terms, the ownership and freehold or leasehold status, and — for the substantial expatriate segment — the residency implications. An agent who leaves these to the contract stage has created the objection that kills the deal.

Follow-up cadence after a viewing is the second-largest source of loss. The scorecard records whether contact was made, when, through which channel, and whether it added anything or merely asked for a decision. Most agencies have no view of this at all because it happens on the agent's personal phone.

An agency programme and a developer programme measure different things and should not share an instrument. An agency is measured on responsiveness, listing accuracy and follow-up across a portfolio it does not own. A developer's sales centre is measured on the same criteria a showroom is: qualification, presentation, disclosure and the quality of the written offer.

Rental and sale enquiries behave differently enough to warrant separate waves. A rental enquiry is a short decision with a hard move date and responsiveness decides it; a sale enquiry is a long decision where disclosure quality and follow-up cadence decide it. Agencies that measure only the sale side rarely see the volume they are losing on the rental desk. Developer sales centres in Lusail and on The Pearl need a further criterion the agency instrument does not carry: whether the handover date, the payment schedule and the service charge estimate were given consistently by every consultant on the floor. Inconsistency there is the single most common source of pre-completion dispute.

03 Typical scenarios

What a shopper actually does on a visit.

01

The multi-channel enquiry

The same enquiry submitted through the portal, the website and WhatsApp within the same hour. It measures response time and consistency, and it usually produces the largest finding in the programme.

02

The viewing

A booked viewing of a specific advertised unit, scored on agent preparedness, listing accuracy and disclosure completeness.

03

The follow-up window

A fourteen-day observation after the viewing, recording every contact attempt, its channel and whether it added anything to the client's decision.

04 / Instrument

The scorecard structure.

The enquiry section is scored on recorded timestamps rather than on judgement, and reported as durations alongside the scores.

Scorecard structure · IND-HSG 14 criteria
Enquiry and response 30% · 3 criteria
Qualification and property match 15% · 2 criteria
Viewing conduct and preparedness 20% · 3 criteria
Disclosure and accuracy 20% · 4 criteria
Follow-up and process 15% · 2 criteria
Section weights, not a client's results. The marker position shows each section's share of the total score.
05 / Result

What clients act on first.

Response time is where agencies find the most recoverable revenue, and the finding is usually blunt: a substantial proportion of enquiries never receive a human reply at all. That is a routing and accountability problem rather than an agent performance problem, and it is fixed at the management level.

A named case study with a baseline, a date and a result belongs here. We have not substituted a percentage for one. Every figure of that kind on the previous site was unsourced, and several contradicted each other.
