Government & Public Services
Evaluate public service delivery, compliance, and citizen experience.
Public service delivery is evaluated against a standard the public sector sets for itself, and the useful measure is almost never satisfaction. It is whether the person got what they came for, on the first attempt, without needing to know somebody. That is measurable, it is comparable between centres, and it is the number a service owner can actually move.
The design constraint is that the evaluator must be a genuine applicant with a genuine need, because a fabricated application wastes public capacity and, depending on the transaction, may not be lawful. So scenarios are built around transactions an ordinary resident legitimately performs — a renewal, an enquiry, a document request, a status check — and the scope is agreed with the entity before any visit is scheduled.
Multi-channel comparison is where this work earns its cost. The same transaction is attempted at the counter, on the phone and through the digital channel, and the three are scored side by side. Almost every public service estate we have looked at has one channel doing work the other two were designed to absorb, and nobody owns the discrepancy because nobody measures the three together.
Language provision is scored as a first-class criterion rather than a note. In Qatar a service that functions in Arabic and English but resolves faster in one of them has a real equity problem, and it is invisible unless the same scenario is run in both.

Observable by an evaluator, coachable by a manager, and agreed with you before fieldwork. A criterion nobody can act on is a column in a spreadsheet, not a finding.
